Sustainable travel behaviour change works
The UK Department for Transport has just released three appraisal reports that confirm (again) that the value for money case for behaviour change schemes is irrefutable. In economic terms the initiatives recently introduced using national funding show hugely positive benefit to cost ratios - the sort of stuff that transport economists purr about.

However, as the UK funding regime shifts to one where local authorities become much more in control of their own destiny in terms of how funding is used is the BCR of a sustainable travel initiative going to be the thing that wins stakeholders over? With Local Growth Funding and Local Enterprise Partnerships how will sensible views be formed of the performance of different types of transport project? Is now the time for local authorities through their stakeholder groups to clearly articulate not so much what they want their transport systems to 'look like' but how they would like those that live, work or play in their areas to use the transport system in a way that ensures the social, environmental and economic future of their areas. We have had transport strategies and transport plans for many years - what we now need is complementary marketing, communication and outreach programmes that enable, persuade and inspire people to use the system in the optimal way.
